The Maha Mantra is first mentioned in the Kali Santarana Upanishad, a Vaishnava Upanishad related to the Krishna Yajur Veda.

In this Upanishad, sage Narada asks Brahma for advice on how to overcome the negative effects of the Kali Yuga, the iron or dark age. Brahma replies that the names of Vishnu or Narayana will remove all the negative effects of the Kali Yuga. When Narada asks what these names of Vishnu are, Brahma replies, "This Maha Mantra is:

Hare Rama Hare Rama, Rama Rama Hare Hare, Hare Krishna Hare Krishna, Krishna Krishna Hare Hare

These sixteen names of Vishnu remove all the negative effects of the Kali Yuga. There is no better remedy in all the Vedas."

Maha Mantra
Hare can be interpreted either as the invocation form of Hari, another name of Vishnu meaning "He who removes illusion", or as the invocation form of Hara, a name of Radha, Krishna's eternal consort or Shakti. Hari means, among other things, loving, beautiful, compassionate.
